Directed by Ilya Naishuller, the brains behind Nobody, the film pits John Cena and Idris Elba against terrorists, each other, and their own egos in a wildly entertaining political bromedy.

Set in a world where diplomacy depends more on muscle than manners, Cena stars as President Derringer, a newly elected U.S. leader who still carries the bravado of his action-hero past. His frenemy? Elba’s Prime Minister Clarke, a six-year UK incumbent who’s more interested in damage control than global diplomacy. Their tense relationship reaches boiling point after a NATO press conference descends into chaos, pushing the two leaders onto Air Force One to repair their reputations — but what begins as a PR stunt quickly explodes into a midair ambush and forced bailout over Belarus.

As both men scramble through hostile forests and navigate betrayals from within and without, Heads of State unfolds as a slick, self-aware throwback to the White House Down era — with all the ridiculousness you’d hope for. Adding extra heat to the narrative is Priyanka Chopra Jonas as Noel, an elite MI6 agent whose failed strike on arms dealer Viktor Gradov (played with cold precision by Paddy Considine) during Spain’s La Tomatina festival sets the film’s larger sabotage plot into motion.

And it gets juicier: Gradov’s vendetta stems from the death of his scientist son — whose clean energy technology was allegedly “borrowed” by NATO to avoid nuclear escalation. As Cena and Elba’s characters traverse war-torn fields, evade “Boris and Natasha”-style assassins Sasha and Olga (hilariously menacing turns by Aleksandr Kuznetsov and Katrina Durden), and debate everything from political alliances to personal grudges, the film never loses its pulse-pounding rhythm — or its sense of fun.

Despite the high-stakes setting, the real fireworks come from the film’s cast chemistry. Elba and Cena are magic together — from deadpan quips to mutual rescues, their Odd Couple dynamic fuels much of the film’s humor. Elba toggles smoothly between exasperated statesman and unexpected action hero, while Cena continues to prove he’s more than just muscles, blending slapstick charm with genuine emotion — a balance rarely struck so well since Dave Bautista made the jump from WWE to Drax.

Then there’s Chopra — elegant, relentless, and very much in her Quantico element. Though frustratingly sidelined for a stretch of the film, her return is marked by a whip-fast montage (a clear nod to Edgar Wright) that catches viewers up in style. Her character’s moral compass also grounds the film’s flashier antics with emotional weight.

Supporting standouts include Richard Coyle as the PM’s hilariously dry chief of staff, Sarah Niles bringing gravitas and sarcasm as the president’s most trusted advisor, and Stephen Root as a duplicitous hacker who may or may not be playing both sides. Meanwhile, Jack Quaid, fresh off Novocaine, steals scenes as a chaotic CIA handler, even landing a cheeky post-credit moment.

The script, co-written by Josh Appelbaum, André Nemec (Mission: Impossible – Ghost Protocol), and Harrison Query, is whip-smart and knowingly absurd. It juggles global politics, nuclear terror, and slapstick brawls without ever tipping too far into parody. Smart editing choices (especially during character reintroductions) keep the pacing tight, and the dialogue knows when to shout and when to whisper.

Naishuller’s direction elevates the action with flair — from smoke bombs in royal faces to sidecar chases through Eastern Europe, the film delights in old-school spectacle. But what truly surprises is the subtle commentary beneath the surface. There’s a not-so-subtle jab at the performative nature of global politics, and a reflection on NATO’s often controversial role in peacekeeping, ending — naturally — in a bullet-laden firefight.

So why didn’t this hit theaters?

That’s the million-dollar question. With a triple-A cast and a formula that worked wonders a decade ago, Heads of State was built for popcorn-scented auditoriums. Some speculate that Amazon’s previous experiment, G20, starring Viola Davis, underperformed — prompting cold feet about mid-budget actioners. But here, the numbers game doesn’t add up. Cena’s global wrestling stardom, Elba’s Bond-worthy charisma, and Chopra’s cross-continental popularity make this a guaranteed crowd-pleaser. At the very least, it deserved a box office test.

Fun, flashy, and full of potential, Heads of State feels like the beginning of a larger universe — and the end credits seem to agree. If sequels are in the pipeline, Amazon may want to reconsider how they deliver them. Because if this film proves anything, it’s that sometimes… the world still wants to watch presidents punch terrorists on the big screen.
