The 2025 BRICS Summit in Rio de Janeiro concluded Sunday with a bold declaration condemning rising tariffs, military aggression in the Middle East, and escalating global uncertainty. Yet the summit was marked as much by what wasn’t said as by what was. Despite clear references, neither U.S. President Donald Trump nor Russia’s war in Ukraine were named directly—revealing growing fault lines in international diplomacy.
For the first time since taking power in 2012, Chinese President Xi Jinping skipped a BRICS summit. Russian President Vladimir Putin only appeared via video link, still largely confined to remote diplomacy following an ICC arrest warrant over the invasion of Ukraine.
The summit, hosted by Brazilian President Luiz Inácio Lula da Silva, attempted to portray a united front of emerging powers amid growing global fragmentation. But Lula’s hope to spotlight trade and climate was quickly overshadowed by Middle East tensions and growing fears of a new tariff war.
“It is always easier to invest in war than in peace,” Lula remarked during his opening speech, later echoed in the group’s final declaration.
A Subtle Rebuke to Trump’s Trade Threats
While the 31-page BRICS declaration never mentions Trump by name, it directly confronts one of his signature policies—high tariffs.
The bloc expressed “serious concerns” over rising trade barriers, warning they were “inconsistent with WTO rules” and risked “disrupting global supply chains.”
These remarks are widely interpreted as a reaction to Trump’s threat of 100% tariffs on BRICS countries that attempt to undermine the dollar or bypass U.S.-led payment systems, a position reiterated after his return to the White House.
Iran in the Spotlight
Following recent military strikes on Iran, the BRICS declaration strongly condemned attacks on the country—again stopping short of naming either the U.S. or Israel. However, Iran’s Foreign Minister Abbas Araghchi, standing in for President Masoud Pezeshkian, delivered a pointed message.
“The aftermath of the war will not be limited to one country,” he said, calling for a global condemnation of Israel and warning of regional destabilization.
Despite BRICS reaffirming its commitment to a two-state solution in Gaza, Araghchi later posted on Telegram that Iran rejects that approach, calling it ineffective.
Russia Criticizes Ukraine Without Backlash
While Russia avoided criticism in the main document, the declaration condemned “recent Ukrainian attacks on Russia”, reflecting the bloc’s careful attempt to avoid internal conflict while keeping the spotlight elsewhere.
“We recall our national positions concerning the conflict in Ukraine,” the statement said—referencing prior UN Security Council debates without new commitments.
Cracks Beneath the Surface
Despite BRICS’ public show of unity, analysts like João Alfredo Nyegray of the Pontifical Catholic University of Paraná were skeptical.
“This moment demands high-level articulation,” he said. “But we are actually seeing dispersion.”
The withdrawal of Egypt’s President Abdel Fattah el-Sisi, and uncertain participation from Saudi Arabia and the UAE, suggest internal challenges as BRICS expands. With new members like Indonesia, Iran, and Ethiopia, Brazil used the summit to push for “institutional development” to avoid growing pains.
A Balancing Act for Brazil
Experts say Brazil deliberately avoided controversy, especially in light of Trump’s return.
“Brazil wants the least amount of damage possible,” said Ana Garcia of the Federal Rural University of Rio de Janeiro, adding that Lula is trying not to provoke Washington while still seeking reform of Western-led institutions like the IMF and World Bank.
Climate and Protest Backdrops
The summit wasn’t without its drama. On Ipanema beach, a pro-Israel non-profit placed dozens of rainbow flags in protest of Iran’s LGBTQ+ policies. Meanwhile, Amnesty International slammed Brazil’s plans for offshore oil drilling near the Amazon River, underscoring tensions between growth and green commitments ahead of COP30 in Belém this November.
For Lula, battling a drop in approval ratings and political gridlock at home, the summit offered a brief stage to present Brazil as a responsible global player—even as deeper divisions within BRICS linger just below the surface.
